Minium lathe for 1 1/2 scale?

What would be the Minium lathe size acceptable for building a Pennsy a3 switcher in 1 1/2?

I have almost abandoned the idea of building in 3/4 scale, because in 3/4 scale you can't put those cute theme cars like the caboose for example.

Thus far in my build turning the treads on the drivers is the largest swing, 7".

Boring the stack will need a 20" bed to be comfortable.
